As I understand it, Batman was created during a time when the real issue was inner city gang warfare; hence the reason all of his villians tend to be gansters. The villians were so popular as villians that they just stuck. On the other end of the spectrum, Superman was created during WWII to fight the Nazis, and initally was not as much of a goody-too-shoes as he is now. A thought on that though...
I was working a series of stories about a superhero called the Raven. It's based on the idea of what if a real person actually had wings that would be big enought to carry them in flight.
